Is an e-way bill needed for household goods shifting?

Documents and paperwork, , 5 min read

Customers moving between states often ask whether they need a GST e-way bill. For most home moves, the short answer is no, but your goods still travel with documents.

What the rules say

Under the GST rules, an e-way bill is not required for certain goods listed in an annexure to Rule 138(14). That list includes used personal and household effects. Moving your own used furniture, appliances, clothes and kitchen items from one home to another is a move of personal effects, not a sale.

What travels with your goods

  • Lorry receipt (LR) or consignment note issued by the mover
  • Inventory listing the goods
  • A self-declaration that the goods are your used personal and household effects, not for sale
  • Copy of your ID

These documents help at check-posts and are the basis of any insurance claim. We prepare them for every intercity move.

When it can be different

  • New goods being moved with their purchase invoices, for example a new appliance still in its box
  • Goods for business use or for sale, such as shop stock or office equipment
  • Commercial and industrial moves

In these cases normal e-way bill rules may apply, and your accountant or the business should generate one where required.
